Yes, she is. And because of that, a few weeks ago Cheney very quietly came out in favor of gay marriage. Sort of. Which has apparently pissed off some of the right wing, while also pissing off the left wing, who view him as a hypocrite for saying anti-gay marriage things earlier, even though he and the country have both known she's gay for quite some time.
